Chubb Guidelines for the implementation of the ACPO requirements for the reduction of false Hold-Up Alarms

These guidelines apply to all new Hold-Up Alarm Systems installed after 1st October 2005, and those systems that require their Hold-Up Alarm URN to be reinstated. As a Chubb Policy, these guidelines apply throughout the UK including Scotland.

  • Filtering of Hold-Up Alarm signals by Alarm Receiving Centre (ARC)

  • Loss of Police Response to Hold–Up Alarms
  • Reduce the number of false Hold-Up Alarms allowed before
    the loss of Police response to 2 in a 12 month rolling period

  • Chubb will continue to comply with local Police Force policies

  • Design of Hold-Up Alarm Triggering Devices (HATD)
    which form part of the Control and Indicating Equipment (CIE) or Auxiliary Control Equipment (ACE)
  • Personal Attack (PA) keys or devices on CIE or ACE should
    be segregated from the main keys which operate the system.
    They should also be defined and dedicated solely for Personal
    Attack. They need to be “Dual Action” (2 separate buttons
    pushed together simultaneously)
  • To comply:
    The buttons/keys on Control Panels and/or Keypads must not be configured for Personal
    Attack. If this facility is required, a separate dual action PA Button must be installed within the protected premises.

  • Restrictions on the enabling of PA Buttons on devices forming part of the CIE or ACE.
  • PA devices on CIE or ACE should only be Alarm Company Engineer programmed and left off as default.

  • Chubb Customers do not have the facility to enable Personal Attack attributes to any buttons/keys.

  • Duress Codes
  • Duress codes should only be allowed for European Standard EN 50131 Grade 4 Systems
  • To comply:
  • Duress codes will only be permitted on European Standard Grade 4 European Standard systems. Signalling of Duress should only occur during the unsetting procedure. Key Fobs and Proximity Tokens are not permitted to create a duress alarm.

  • Restricted Enabling of Duress Facility
  • Duress Facility should only be Alarm Company Engineer programmed

  • Duress is only programmable by Chubb Engineers and will only be a facility on European Standard Grade 4 systems

  • Personal Attack Buttons
  • No single action "single push" PA
    devices

  • Portable Hold-Up Alarm and Control Devices
  • Portable Personal Attack devices (Wireless) should be dedicated to and not incorporate any other
    functionality. They need to be “Dual Action” (2 separate buttons
    pushed together simultaneously)
  • To comply:
  • Radio PA devices must be dedicated and have 2 separate buttons. Radio devices with multiple function buttons/keys must not be configured for Personal Attack

  • Chubb issues Customers with a fact sheet and check list for the correct use of Hold-Up Alarms and incorporate training on hand over of new systems
